And that's certainly fine - if they stop, you stop, and if they start again, you start again.

My point is that in that circumstance there's not necessarily a bright line. I don't fault the two guys who could really see what was going on for having a differing opinion there, *both* of them could have been taking reasonable actions at that exact instant. (one more swing may not have been enough to throw it over to him being the aggressor, while it still being reasonable to not take that one more swing).
