17. Why would he ever connect those computers to any network?

If I had documents that I knew hackers would try to get I would put them on a computer that didn't even have the hardware to connect to a network. And of course those computers would be encrypted. He can use one of the laptops to connect to the internet and the others to store encrypted documents.
