End of June and the first few days were scorchers. Then it backed off.
The west Oregon temps seem within normal. The coast might be a bit warmer, but that can vary a bit. After all, it's mid July.
You're complainting that the temperatures aren't in the 60s. I suspect that in some places they might be, but they don't show up. High up in the Rockies, for instance.
A record average might be that there are a really high temperatures or just that lots of places are at the high end of normal all at the same time.
