I think he is addressing the knee-jerk reaction of folks demanding that the "President" start the "conversation", which usually results in convening a "blue ribbon panel" vs having communities continue to have the discussions BUT also have those in the political area (federal, state, local) try to take a look at some of the elements (e.g., laws) that may be continuing the institutionalizing of the problem.
