Mexico's government caps gas at something like $2.70 a gallon, with government subsidies making up the difference if gas is higher then that.

Does it cost a lot of money doing that? You bet it does, especially with Americans crossing the border just to buy gas there. I've read of truck companies illegally doing that to save over $40,000 a month.
