To a much greater degree it is now, or will be, the case that they CANNOT snoop instead of merely promising not to snoop. If Alexander was not such a typical military bureaucrat (dumb, ambitious, greedy, and selfish) he would have been MUCH more circumspect, and this would not have happened at all.

Edit: and that DOES endanger us all.
