that's probably a relatively accurate representation of land-ownership in the USA, actually, considering Federal, state, and local government land (roadways, easements, rights-of-way, state and national parks, military installations, etc), and then considering commercial landowners (railways, agriculture, mining, oil-drilling, logging, and so on).
