The owners (shareholders) and management ultimately need to fund the rebuilding program, NOT the taxpayers. Otherwise it's just another bailout for the 1%.

The punitive damage awards assessed against them as individuals should strip them of every penny they "saved" by not protecting their workers and environment adequately.
