(813 posts)I was in the Air National Guard.
Except for natural disasters and out-and-out riots (like Rodney King), governors are increasingly reluctant to send the Guard in on BS like this (even though it is INSURRECTION). Think "Kent State."
Also, the Guard's "state control" has lessened since the Militia Act of 1903, called (so help me it's true!) the "Dick Act."

It's almost a formality now for the President to ask state permission to call a Guard unit into Federal service.
I remember years ago when I went to Air Force Basic Training, my orders read, "With the consent of the Governor of Indiana, you are hereby called to Federal service..." I always thought that was a bit of a joke. Like the Governor would have refused.
Years ago aircraft in the Air Guard could only use "U.S. Air Force" titling when they were called into Federal service (Berlin Crisis, Cuban Missile Crisis):

Now the reverse is true...all Guard a/c have USAF markings.
The states now have "State Defence Forces/State Guards" whose quality is sometimes questionable...and are often full of these kind of RW types. I don't think Pennsylvania has one.
