9. what if NSA wants Palin to win?

Are the safeguards they have in place enough to keep the NSA from using the data they've collected to influence an election? If they decide that the choice of the next president is critical to their future are they able to look at all of the data they've collected for ways to influence the election? (candidates, donors, election supervisors, debate moderators, etc).

I'm not asking if you think they "would/will" do these things, just if you think the capabilities are there. I'll argue that if the capabilities are there, they will be used - maybe not in 2016, but eventually.
