hell are we to do then? I'm about ready to head for the hills and
plant a garden to live out my last years in oblivion...really.

I remember the evening of the President's first election and the
celebration in Grant Park. I went to sleep that night thinking the
nightmare of the bush doings would cease. I dreamed habeas
corpus would be resurrected etc. But, in the back of my mind I
also remembered a Bill Moyers show with John Nichols and Bruce
Fein who warned (this was 2007) that if we didn't reign in bush
before the election there would be no future presidents who would
give up what bush executive 'authority' had achieved. They were so
right....and it's gotten worse. Give an inch and take a mile so to speak.

Question: Who do you think would not allow the President to make
the changes suggested in the OP even if he were inclined to do so?
