And by the by, despite desperately spinning claims to the contrary, elsewhere on DU, presidents don't "give up" executive power - they delegate it, or they ignore their sworn duty to exercise it. Re for any activity by any federal administrative agency, the buck still stops in the Oval Office.
(I don't know how to do the sarcasm thingy)
