15. It looks like it's the SPD method of creating discord among the stoner crowds.

They are giving out 1,000 snack-sized bags of Doritos...

.........yet there are 220,000+ people expected over the 3-day event.

(Actually, they are using it as a way to get people to visit their "Marijwhatnow?" web site, which explains the new laws and what is and isn't allowed. Never let it be said that the SPD doesn't have a sense of humor...well, unless you're a mostly-deaf native woodcarver walking away when a cop yells for you to stop on a noisy, crowded street. Then they'll shoot you in the back a few times if you delay more than 3 or 4 seconds.)
