I don't know about UK law but in the U.S., the warrant for seizure lists the specific items that can (and will) be confiscated. Later, the police may request that a Grand Jury be impaneled to look at other evidence in an attempt to bring about an indictment on specific charges. And if an indictment is handed down by the jury (listing those charges), THEN they can come back around and "arrest".
