Orwell distilled it in 1984- they want the power.

The Party seeks power entirely for its own sake. We are not interested in the good of others; we are interested solely in power. Not wealth or luxury or long life or happiness: only power, pure power.

The power to be above the law. The power to take what others have, to destroy their lives and their dreams. The power to control how people think, what they see, what they believe.
