business is more than 50% government-related, meaning governments of the US including federal, state and local government levels.

No CEO of a government contractor should earn more (including bonuses) than the US president. They just aren't worth as much as our president. And if more than 50% of their business is with government of different levels, they are being paid by taxpayers and should not be earning the big bucks that way. The limits on the CEO's salary should apply to all employees of a government contractor.
