Jewelry, with welfare? Maybe. Hard to tell since you'd have to use cash to do so. TANF comes in E-check form, directly deposited into your bank account, after all. And, well I hate to break it to this lady, but Wal-Mart isn't exactly DeBeers or Tiffany's.
I'll bet she'd stare blankly if someone threw the terms like TANF and SNAP at her though. Or even WIC. They usually do, since to them "welfare" simply means "brown people being uppity." Ten bucks that's what she's doing there. "Ohmigaw, Becky, I saw that black lady buy a lobster! Welfare is totally out of hand!"
