The problem was that Manning, 1) did not follow the MWPA of 1988, which would have immunized him from prosecution, and 2) many of the documents he dumped would not have qualified under the Act.

Had Manning done what was required of him, he would have had a very tough road, but surely not a tough as what he faces now.
