15. We have. Even a friend of the mother contacted ACS

So she is on the ACS watch list after a visit and determining that the mother is not taking adequate care of her.

The sad thing is, neither my parents-in-law and her husband cannot stand that person.

But it is for sake of the child that my BIL is not going to divorce the mother - she is not an American citizen - she is a legal alien from Canada.

She is bipolar, and may be mentally ill. But she loves her son.
