Having both written and received hundreds of Officer Evaluation Reports over 40 years I can agree. I would take any of them with a grain of salt. They are required to be Outstanding, or the career is over. There are always certain politically correct buzz words that have to be included, which change from time to time. You can never put anything negative or controversial in an OER unless you want to risk your own career. Yes, the truly incompetent can get a "good" OER and then be forced out at the next promotion cycle. But no officer would risk putting anything in an OER concerning religion, patriotism, or possible mental issues. It just wouldn't happen. That stuff has to be back-channeled.
