Was also useful (for warmongers) in how he played it. He did not jump in when the first indications of gas usage was revealed. Instead he sat back and waited for the inevitable Republican chicken hawks to publically egg him on. If he would have rushed right in, he would have been bombarded with a totally different set of talking points from the GOP. As it was, he waited until they just couldn't keep biting their tongues (maybe that spurned on their blood lust) and since they always do the opposite of what Obama wants, the President cleverly waited until it was they that led the charge with "the President's red line has been crossed so what are we waiting for...?"
