I'll never understand this.

A week or so ago, I saw a clip on DU of a discussion between Jeremy Scahill and Noam Chomsky. I think it was Chomsky who said some general told him Laos was bombed during the Vietnam conflict, because the military wasn't allowed to bomb where they wanted (can't remember where; probably Vietnam). The general said the military decided, "Well, we have the bombs. We might as well use them."

You need war to justify the outrageous military budget.
