What if Congress approves?

I mean, Congress has the power, which has been reiterated hundreds of times since this debate began.

Somehow I doubt those who have been making that case will be satisfied with that outcome.

The fact is that while a military strike is unpopular and the speculation is rampant, this is a decision that the President in consultation with Congress has to make.
