2. There's really no reason for any of those "minifigures" to be gender specific.

It's not as though they resemble actual people in anything like an anatomically-correct way, so it's just a question of the plastic hairstyle, and that can be made to be either ambiguous, or detachable (which they usually are). It's a bit silly to draw a breast-line on these very geometric "people".
