4. I think it depends on what happens in the congress

If they (both branches of Congress) give a yes vote, then both parties will be blamed for any mess that results. If the Senate says yes (as expected) and the House says no, but Obama goes ahead anyway, then Democrats will be in for a shellacking in 2014 and possibly 2016 too in my opinion. If the Senate says yes, the House says no, and Obama bows to the will of the House, then it will probably be a wash.
