In my view, this is exactly what Obama is proposing: bombing a few targets in Syria (a tactical move) without having an overall strategy for success. Thus it is doomed to failure from simply a military standpoint, according the the Art of War.

Unless, of course, they actually have a strategy which is regime change to a puppet state at all costs (the neocon plan)......
