9. I think if House thinks that Russian Proposal could work....that might mean

it gives wiggle room for them to support it. Just in case the UN Inspectors can't get everything secured and an "Event" takes place they aren't left looking like they didn't support action.

Without the Russian proposal it was looking like they wouldn't get support in the House.

I would wish to see the House Vote NO as a clear message that without NATO and UN Resolution that our Presidents who chose to do these actions will have a hard time both Now and in the Future going off on their own due to inside pressure from MIC and LOBBIES/Think Tanks.

But....since so much that seems positive for peace efforts and reigning in the Unitary President in the past Decade has turned out badly....I would suspect that PBO would get his Votes based on that Congress now has some breathing room with the proposal. Senate and House Votes Yes to Authorize and they table it for futher action if the Russia/UN Inspectors proposal doesn't work out. Then PBO can go in without having the issue revisited by a busy Senate and House.

I HOPE THAT I AM WRONG and Congress takes this chance to regain their power to authorize war actions as serious.
