Some people will continue to keep firearms in unsafe places, despite the laws. A far more effective way to deal with the rare incidents where a school student shoots people is to be aware of the things that contribute to the rage that induces such a student to act. If we were willing to work from that end of the situation, we'd have far better success than throwing new firearms storage laws at the problem. Think about it.
