Coffman was referring to the delay of nearly 2 years of indecision by the president before he decided to go to Congress for approval for an attack, also known as making war on another nation, who has in no way threatened us. He was not referring to the delay by republicans, who else, of deciding to give or withhold authorization. Plus, the president still maintains he is not giving up his authority to act on his own, if he so chooses. Can you spell P O L I T I C S?
