Lots of places have rolling blackouts with little to no warning when the grid's in danger during heat waves, esp. at unexpected times of the year. The blackouts are intentional. And they often happen when requests to voluntarily curtail power aren't heeded.
Without digging, the info at the link in the OP all but says that this was essentially rolling blackouts. Large power consumers were hit first. The alternative is to turn off power to large swathes of residential housing. Detroit's not got much heavy industry drawing a lot of power. If that's what it is, the kneejerk reaction from "addicted" is inappropriate.
Some cities have contacted large power uses and gotten them to agree to be first in line for power cuts if they get some incentive--lower power rates, for example.
