(61,033 posts). . . "apparently". Please look deeper. The lobbying by he, Kerry and Rice were diplomatic feints that fooled a lot of people, including many here on DU and in the press.
He didn't have to lobby at all. He could have just gone ahead and did the strikes under the War Powers act like Bush/Cheney did so often. He instead flipped the script and sent it to Congress because he knew it wouldn't pass.
He therefore bought time, resumed his talks on Syrian surrender of the chem weapons at the G20 with Putin (it came out that they had spoken of the surrender a year ago at the 2012 G20 also), then dispatched Secretary Kerry to make his "gaffe" mention of possible Syrian weapons surrender, which Putin quickly agreed to.
That was no gaffe and this all was no accident. Obama, Kerry and Putin are not stupid men. IMO they were all in on the gaffe/olive branch. Putin bought Assad along, who I think was very willing to get out of a sticky situation plus he most likely remembered what happened to Bin Ladin. Assad is not a stupid man either. He knows O has a rep. Just ask Bin Ladin or the Somali pirates.
