There was a power outage, and while it was getting fixed they needed customers to reduce their usage so that the remaining working parts didn't get overloaded and cause a blackout for the whole city. They asked for customers to voluntarily reduce their power usage but they weren't doing it fast enough, so they had to do a controlled shut down of some places so that critical places like hospitals and whatnot would still have power. However, they didn't warn the people in some buildings that power was about to be shut off for an overload emergency, and thus no one knew to make sure elevators were cleared first. It could be that they didn't have time to give warnings to the places they had to shut down because of the available working infrastructure overloading.
The article in the OP makes it out that this guy just shut down power for no legitimate reason.
