but registering guns to owner along with tuff penalties will reduce the number of illegal guns on the market...... today most illegal guns are purchased by straw-man in States with little of no gun control than transported to places that have big markets for illegal guns.. all illegal guns were at some point and time purchased legally. There is where a reduction can take place.

as far as bonding,,, yes for most reasonable sane people with guns being bonded for lets say a million dollars would be cheap but not so cheap for those with higher risk. and in the last ten years..... there has become very few uninsured drivers in my state. Tuff laws can make a difference
