5. NCIS investigates crimes on ships at sea, etc

and some things on bases. The NCIS show is pretty glorified. Frankly, there are just not enough FBI agents to handle it all, so they give up jurisdiction in most cases. Sometimes the agency people are better anyway, just depends.

The FBI likes to handle the high profile cases, and let others do the "grunt" work, IMHO. That's been their track record, anyway for a long time. Gets them the big budgets.

Half my graduating class at FLETC were NCIS.
