Emotion has its place, and that place is a very important one. The human psyche requires them. But in matters of formulation of public policy, emotions should be secondary to demonstrable, objective fact. Not ignored completely, as public policy must consider the emotional well-being of the public. Just not allowed to dominate the equation, or to contradict fact.
