4. It's really a matter of what you can get away with

I worked for a distributor for a US manufacturer of hospital communications equipment. One of our customers was VA hospitals. The requirement for all our contracts was all equipment be "made in the USA". Now the manufacturer was international and most equipment was made either here or Canada.
Most of the jobs I worked on the equipment was inspected on delivery for "made in the USA" label. A close inspection of some of the boxes revealed the label was placed ove one that said "made in Canada".

I had seen the same with three different manufacturers.
