As stated in the article you posted Kratom acts as a mild to moderate stimulant in doses lower than 7 grams of dried leaf for most people and as an analgesic/sedative in larger doses. A large dose of highly concentrated extract form would put you to sleep, not turn you into a cannibal. It has been used for ages in Southeast Asia to combat fatigue and to help overcome opiate addiction. Thailand made it illegal because of it's interference with opium revenues.
It's probably slightly more dangerous than cannabis, but much less so than alcohol.
