States have non-profit laws, distance from public parks laws, worker payment laws (etc.) and MMJ doesn't get exempted from all state and federal laws solely because of the product they sell.

Care to offer an example of a place busted for 100% legal MMJ sales?

Or perhaps, point me to where Obama said that you can commit federal tax evasion (or any crime, for that matter), without fear of arrest or prosecution, as long as you have a MMJ storefront?
