with the anthrax letters that were mailed to various government officials and newspeople, in the months after 9/11. Time was, back then, it was an exercise in futility to mail anything to your reps in Washington DC. It was all suspect. So that was an easy way to prove your letter was harmless and contained nothing suspicious or evil. Just fold it twice so it would fit in a standard business envelope, except you don't put it in an envelope. Just seal the folded paper with one staple or a little piece of tape in the middle - leaving both ends open.
