30. The LEOs don't need it, but the manufacturer's love the tax writeoff.

Anything that keeps them making war equipment is good for their business. They give away some for the tax writeoff and before long they will be selling them to other cities that want to keep up with the Joneses. Don't forget the training and maintenance costs, and replacement cost once the police departments get used to having them.
