In the '95-'96 shutdowns my income stopped because I was a contractor working mostly for Federal agencies. It was an unpleasant holiday gift from Congress.
The worst of it was there was no sense of how long it would take to resolve and thus it was really hard to budget or find alternative work because I was contractually obligated to be available as soon as the shutdowns were over.
