15. Republican governors will be an impediment.

Obama will not care that the governors are Republicans, but the Republican governors will not want US help. This is especially true in Indiana.

From what I can tell, Indiana is nearing a state of anarchy because its conservatives are in the state government are so opposed to taxes and effective government.

Their universities are suffering.
