28. I've asked this same question and I've come to the following conclusion

In the not too distant future, women could become more powerful than men (we outnumber men in the US by 3% I think). What better way to retain power than by preemptively taking power away from all groups that are outnumbering them?

The republican breed of old-white men are dying off so they attempt to enact laws that in, their minority numbers, will allow them to retain power. That's how I'm seeing it anyway. They also now know how far they can go with their social conservatism and what it will net them. This, IMO, is a big old social experiment to boot. I think they know they have a slim chance of winning in November, so they put their sacrificial lambs to work on social issues. Mostly though, I think they see their way of thinking dying off and are desperately trying to find ways to hang on to it.
