"My choice of words was not the best, and in the attempt to be humorous, I created a national stir. I sincerely apologize to Ms. Fluke for the insulting word choices."

...not use apology in the title.

He not only called her a "slut," but also spent the next several days suggesting that she had sex partners lining up to see her, demanding that she release video and making other perverse claims.

What he issued was a rationalization for his vile and pathetic attacks.
