39. there's one big problem with this scenario

This was discussed on All Things Considered last night: the government unfortunately gets both its revenue and its outlays in very irregular spikes and clusters. From one day to the next, the ratio of income to outgo fluctuates wildly. Without the power to borrow, it becomes very difficult to pay anything on time -- you might have the money three days later, but you don't right now. So not only would lack of borrowing eat hugely into the general fund, it would also force many payments to be delayed, which in many cases would be in violation of law.
