3. "Ted Cruz is in the Senate which has passed a clean bill"

The "clean" bill that was passed in the Senate and that is sitting in the House right now does NOT address the debt ceiling. It only re-opens the government until November 15.... Which is why the Senate is working on a more comprehensive combined bill (they had originally blocked a "clean" debt ceiling increase by not being able to get the 60 votes for cloture).

The concern in the Senate is that Cruz and/or Lee may try to force debate (and would not go along with the quickest method for passage - a unanimous consent).
