There should have been two simple votes that passed and then move back into political negotiations afterwards.

The fact we had to make a deal at all just to keep the country functioning is dispiriting.

(And at the moment there is still the threat of an insane filibuster from the Senate. I doubt even Cruz would be that destructive but until it's over the fat lady is holding her breath.)
