Although there would be cries of conflict of interest. Pelosi, being Speaker at the time, if she would have successfully impeached bush and cheney, and the charges stuck, both would have had to step down. Which means Pelosi would have become the interim US president.
I can hear the right crying foul. The reason she called for impeachment was because she wanted to become president. You're right, all hell would have broken loose. I can picture all the damage that would have caused. Several scenarios have played in my mind, including President Pelosi instituting martial law in the US because citizens would be on a rampage, among others.
Scary.
