that statement was "I planned this because you're all sinners so suck it."
IMHO, Whatever penalty would happen to any other citizen who snuck up there and grabs the mike on the floor of the House and starts scolding/preaching should apply here.
At the very least it seems like a form of criminal trespassing.
If you are not a member of the House and are at the mike and start speaking to the body you have broken the law.
Not to mention House decorum.
Only Congresspersons get to talk crazy on the floor of the House....
