There are trade offs and these trade offs will hurt poor people in the South in the short run. In the big scheme of things, a lost vacation in South Carolina will turn into a vacation in Maryland. Instead of buying an Alabama made Honda Pilot they buy a Detroit made Grand Cherokee. Instead of shopping at Wal Mart they buy off Costco or a small local store.
The African American community will have to be OK with this, they will be the tip of the spear and the immediate victims.
